Council of Europe supports discussions on enhancing Asset Recovery and Asset Management frameworks

The Council of Europe joined the international conference “From Confiscation to Public Good”, organised in Tirana on 25–26 May 2026 by the Agency for the Administration of Seized and Confiscated Assets. The event gathered Albanian institutions, international organisations, prosecutors, asset recovery and asset management offices, as well as experts from across Europe to discuss recent developments and challenges in the field of asset recovery and management.

As part of Panel I on “From Investigation to Confiscation: Interinstitutional Coordination and Cross-Border Asset Recovery”, Council of Europe expert Mr. Cornel Călinescu addressed key international policy developments affecting asset recovery systems, including the recently adopted an Additional Protocol to the Council of Europe Convention on laundering, search, seizure and confiscation of the proceeds from crime and on the financing of terrorism.

In his remarks, Mr. Călinescu highlighted the need for Albania to further strengthen institutional coordination and operational capacities in light of evolving European and international standards. He stressed the importance of reinforcing cooperation between Asset Recovery Offices, Asset Management Offices, law enforcement authorities, prosecutors and Financial Intelligence Units throughout the asset recovery chain

The event fostered exchanges of regional experiences and good practices, advancing asset recovery and asset management systems in line with European and international standards.

This initiative is part of the Enhancing Public Sector Resilience Against Corruption project, cofunded by the Council of Europe and the Swiss Agency for Development and Cooperation (SDC) and implemented by the Council of Europe.
