In the framework of the South Programme IV, a capacity building seminar for Moroccan prosecutors was held on 2 July 2021 in Rabat. The aim of this seminar was to present the European system for the protection of human rights. This initiative is part of an ambitious programme launched by the Presidency of the Public Prosecutor's Office of Morocco and which aims at providing g prosecutors with the skills to apply legal principles relating to human rights.

The analyses led by Ivana Roagna, lawyer and specialist in human rights and the rule of law, and Carmen Morte-Gomes, principal legal adviser and head of division at the European Court of Human Rights, have allowed 96 Moroccan magistrates to strengthen their understanding of the various instruments and bodies geared to promote and ensure the protection of human rights in Europe based on the conventions and institutions that are part of the Council of Europe. Throughout the two international experts’ intervention, participants benefitted from visual presentations in Arabic.

The active participation of the prosecutors during the seminar has led to fruitful and instructive debates and demonstrates their strong interest in the European system of human rights protection and their will to exchange on the topic.

The support of the Council of Europe and the European Union, under the South Programme IV, for this capacity building programme will continue in the forthcoming months. Drawing on the expertise of the Council of Europe, it will offer specific training modules focusing on certain rights and subjects considered to be closely related to the areas of intervention of the prosecutors .
