Human Resources Management in Lithuania: Capacity building for local and regional authorities

Honesty and integrity, accountability, fairness, confidentiality, respect. All these values are central to work ethics which represents the moral code that guides the behaviour of employees. Work ethics is particularly important for the public administration to earn the respect and support of the citizens, strengthen the reputation of the community and contribute to delivering good governance.

The Centre of Expertise for Good Governance is currently supporting Lithuania to ensure good governance at the local and regional level, including through implementation of its toolkit on Human Resources Management (HRM). In a series of capacity building activities, the fourth online training workshop on HRM and Work ethics will be organised on 2 December 2021 and will gather participants from the regional and local authorities. The activity should help the local communities understand the importance of creating a shared ethical culture where employees feel empowered to do the right thing rather than simply following a set of rules.

The activity is organised in the framework of the Council of Europe – European Union Join Project “Establishment of legal, institutional and financial framework at regional (county) level, capacity-building to enhance quality of regional public administration in Lithuania", in cooperation with the Association of Local Authorities in Lithuania.
