Human Resources Management: Capacity-building for the Lithuanian regions

Introducing modern Human Resources Management (HRM) tools is important for monitoring and improving the performance of public administration. They are also necessary for establishing clear and effective procedures that staff should follow to ensure respect of good governance principles. The newly created Lithuanian Regional Development Councils are supported in this matters by the Centre of Expertise for Good Governance through a series of capacity-building activities aiming at strengthening the HRM skills of their staff.

In this context, the second training-workshop will be organised on 14 and 15 October 2021 in Vilnius, Lithuania. During several interactive training sessions, the participants and national experts will discuss different HRM issues, including relevant communication aspects, such as the following:

  • Effective psychological tension (stress) and conflict management
  • Emotional intelligence and its importance for effective communication
  • Public speaking and audience management
  • Effective presentation

The workshop will be organised in cooperation with the Association of Local Authorities in Lithuania, in the framework of the joint project of the Council of Europe and the European Union "Establishment of legal institutional and financial framework at regional (county level capacity building to enhance quality of regional public administration in Lithuania".
