The European Social Charter, which is today considered the counterpart of the European Convention on Human Rights in the sphere of economic and social rights was opened for signature by the member States of the Council of Europe in Turin, in Palazzo Madama, on 18 October 1961. The text of the original treaty of 1961 is the result of nearly 10 years of preparatory work in the Council of Europe and with the Member States.
