Supporting Transparency, Inclusiveness and Integrity of Electoral Practice and Process in Georgia
The Project "Supporting Transparency, Inclusiveness and Integrity of Electoral Practice and Process in Georgia", like previous electoral support projects, was part of the Action Plan for Georgia 2020-2023, a strategic programming instrument that aimed to bring Georgia’s legislation, institutions and practices further in line with European standards in the area of human rights, rule of law and democracy. Georgia was entering important electoral cycles of local and later parliamentary elections. Considering latest developments, it was crucial for Georgia to maintain progress and achievements made towards ensuring integrity, transparency and quality of the electoral process. Despite tangible steps forward with that regard, shortcomings were still to be addressed. The Council of Europe continues supporting national stakeholders in further refinement of electoral practices, so that citizens of Georgia enjoy electoral rights and impact democratisation processes in the country.
The overall objective of the Project was to improve electoral processes in Georgia and bring it closer to European and international standards and good practices in electoral matters.
Project focus:
Promoting dialogue platforms and providing electoral stakeholders with high-level policy advice on legislative reform, electoral practices and their effective implementation;
Strengthening administrative, operational and management capacity of election administration of Georgia and Political Finances Monitoring Department at the State Audit Office;
Promoting gender equality and women’s political participation, enjoinment of electoral rights through increased awareness raising for vulnerable groups and youth;
Promoting good practices in the area of new information technology and digital solutions with regard to impact on the integrity of electoral processes.

Project duration:
The project ran from 1 January 2020 through 31 December 2022.
Through its actions and activities in Georgia, our Division contributes to the United Nations’ Sustainable Development Goals 5 and 16 as well as indirectly to a number of others.
