The Council of Europe supports Ukraine’s Anti-Corruption Efforts with OSINT workshop

The Council of Europe is supporting Ukraine’s anti-corruption efforts to strengthen investigative skills of key anti-corruption institutions in using open-source intelligence (OSINT).

The Council of Europe convened a workshop focused on the practical use of Open-source Intelligence (OSINT) for Anti-Corruption Investigations, Financial, and Conflict of Interests Controls, in Kyiv, Ukraine, on 1-2 July 2026. The event brought together 32 participants from Ukraine’s key anti-corruption agencies: 26 from the National Agency on Corruption Prevention (NACP), two from the National Anti-Corruption Bureau of Ukraine (NABU), and four from the Specialized Anti-Corruption Prosecutor's Office (SAPO). International and national experts facilitated this hybrid-format training by delivering a comprehensive OSINT content, based on the Council of Europe OSINT Training Manual.

Officials from Ukraine’s anti-corruption institutions enhanced their practical and investigative capabilities, gaining deeper knowledge of OSINT workflows and participating in hands-on case exercises. The training covered the intelligence cycle, operational security, source verification, evidence preservation, documentation, and reporting, and highlighted how OSINT tools can be effectively applied as essential skills for addressing both established and emerging forms of corruption. Practical exercises enabled attendees to translate open-source findings into actionable, well-documented intelligence for investigations, prosecutions, and preventive monitoring.

By fostering advanced skills and facilitating inter-agency cooperation, the workshop contributes to improving the effectiveness of OSINT practices within Ukraine’s anti-corruption framework. This enhancement of capabilities will further equip Ukrainian authorities in detecting and preventing economic crime, thus supporting their ongoing efforts to promote integrity, transparency, and accountability in governance.
