The Council of Europe has delivered a presentation of its Corruption Risk Mapping Methodology to the National Agency on Corruption Prevention (NACP), Ukraine’s central authority for the strategic assessment of corruption risks, during an online meeting on 16 July 2026. The session brought together 16 officials from the NACP.

The presentation addressed both conceptual and practical dimensions of the methodology. It covered key theoretical elements, including risk factors, indicators of malpractice, mitigation measures, and approaches to risk mapping based on perceptions, expert analysis and media reporting. It also drew on practical experience from jurisdictions where the methodology has already been applied.

By sharing its methodological approach and accumulated experience across member states, the Council of Europe provided the NACP with an opportunity to examine relevant international practices. These insights are expected to support the adaptation of Ukraine’s corruption risk assessment frameworks to evolving challenges.

“We expect that this discussion will help identify elements of the methodology that can be adapted to Ukraine’s legal and institutional context. It is important for us to draw on international best practices while considering the structure of Ukraine’s public administration, the availability of data, security-related restrictions, and the experience already gained by the National Agency,” said Serhii Hupiak, Deputy Head of the NACP, in his opening remarks.

The activity contributes to strengthening the NACP’s capacity to identify areas requiring in-depth analysis and to refine methodologies for such analysis. This, in turn, supports ongoing efforts to prevent economic crime and to promote integrity, transparency and accountability in public governance.

The activity was organised within the framework of the project Anti-Corruption Transformation in Ukraine.
