More than 40 civil servants in Ukraine have started a Council of Europe course on Corruption Prevention, implemented in co-operation with the National Agency on Corruption Prevention (NACP). The initiative contributes to strengthening integrity in public service and enhancing the capacity of officials responsible for preventing and detecting corruption.
The course supports participants in applying key corruption prevention tools in their daily work, with a focus on improving transparency, accountability and ethical decision-making across public administration. By the end of the training, participants will have strengthened their professional competencies to identify and mitigate corruption risks, apply relevant legal standards and promote a culture of integrity within their institutions. They will be able to apply concrete tools to prevent corruption, ensure compliance with integrity requirements and support institutional resilience.
In his opening remarks, Mr Serhii Hupiak, Deputy Head of the NACP, highlighted that the course will help embed integrity standards into everyday professional practice and reinforce the capacity of civil servants to act in line with European principles.
The programme will be delivered in over 13 weeks and combine guided online learning with practical assignments and expert support. It brings together participants from a range of public authorities, fostering exchange of experience and a common understanding of integrity standards in the public sector.
The training also contributes to Ukraine’s ongoing reforms in the area of anti-corruption and supports alignment with European standards, including in the context of the country’s EU integration process.
The course Introduction to Corruption Prevention is part of the Council of Europe’s broader support to Ukraine in promoting integrity, good governance and effective corruption prevention mechanisms. It is also available in a self-paced format through the HELP platform, which continues to expand access to training for legal professionals across the country. To date, 28,000 Ukrainian legal professionals have registered on the HELP Platform. Currently, 47 HELP courses are available in Ukrainian, and the full course catalogue can be accessed here.
The activity was organised within the framework of the project Anti-Corruption Transformation in Ukraine in cooperation with the project “HELP (Human Rights Education for Legal Professionals) for Ukraine including during wartime”, Phase II.
