Following the assessment of the contingency procedures in April 2017, two Council of Europe consultants drafted a report proposing amendments of the operational framework and the organization of training for members of the prison staff. Providing specific training on responding to emergency procedures,  the use of force and other means of coercion and record keeping following an incident, requires that suitable arrangements are in place.  To the same end, it is crucial that the staff and managers have received training on their responsibilities when responding to an emergency incident.

An expert team had the opportunity during a two-day training (4-5 September) to present to employees of the Institute for Execution of Criminal Sanctions the findings and recommendations for the revision of the existing contingency procedures. In addition, through presentations and desktop exercises the consultants offered the participants possible solutions to the current shortcomings in handling detainees when an emergency occurs, while making sure that all the proposed and necessary procedures are followed.

The activity was conducted in the framework of the Action “Enhancing human rights protection for detained and sentenced persons in Montenegro”, co-funded by the European Union and the Council of Europe and implemented by the Council of Europe.
