The Council of Europe Office in Chișinău, in partnership with the Ministry of Foreign Affairs of the Republic of Moldova, organized an open day event to highlight the impact of cooperation between the Council of Europe and the Republic of Moldova.

The event, held on the 31st anniversary of the Republic of Moldova’s accession to the Council of Europe, highlighted the major achievements and progress made under the Council of Europe’s Action Plan for the Republic of Moldova 2025–2028, as well as the support provided to beneficiary institutions through the organization’s projects.

The event provided an opportunity for interaction among project teams, their beneficiaries from state institutions, NGOs, donors, and international actors. The teams behind the 20 Council of Europe projects in Chișinău had the chance to present their work and results from the past year, and their achievements were described as “concrete steps on the Republic of Moldova’s path toward a more democratic and European future,” emphasized Claus Neukirch, Director of Program Co-ordination at the Council of Europe.

“With the support of the Council of Europe Action Plan, key reforms in justice, fundamental rights, anti-corruption, electoral integrity, media freedom and countering disinformation have laid the foundation for stronger and more resilient democratic institutions in the Republic of Moldova. The Action Plan has enhanced the capacity of institutions to uphold democratic standards and withstand external pressures. The strong engagement of national stakeholders and the concrete results reflect genuine ownership of the reform process and a partnership built on trust”, Claus Neukirch added.

Deputy Prime Minister Mihai Popșoi, in turn, emphasized that the Action Plan is “much more than a technical assistance framework.”

“Behind every project presented today are real people, stronger institutions, and measurable progress. (...) None of these achievements would have been possible without the commitment of our international partners and donors”, said the Deputy Prime Minister.

The event also provided a platform for sustained engagement and potential growth in support for Council of Europe projects. As of July 2026, the Council of Europe’s Action Plan for the Republic of Moldova had secured 23 million euros from the regular budget and from 18 donors, representing 51% of total funding needs. To achieve its objectives, it requires an additional 22 million euros in contributions.
