Biography of Evgenia Giakoumopoulou,

Deputy Head of the Council of Europe Office in Belgrade

Evgenia Giakoumopoulou is a legal expert and human rights professional with 15 years of experience working with European institutions and international non-governmental organisations, including a decade with the Council of Europe.

Prior to serving as Deputy Head of the Council of Europe Office in Belgrade, she was Head of Unit in the Anti-Discrimination Department of the Council of Europe, where she played a pivotal role in anchoring the Organisation’s institutional and policy framework, as well as strengthening  the cooperation sector, on Sexual Orientation, Gender Identity and Expression, and Sex Characteristics (SOGIESC).

Ms. Giakoumopoulou previously held the position of Head of Office at the Council of Europe Programme Office in Montenegro, and her diverse professional background also encompasses positions in the Council of Europe Anti-Trafficking Division, the Greek Asylum Service, and Amnesty International. She is deeply committed to bridging grassroots movements with international organisations, and has founded and held leadership roles in human rights and feminist networks at the national and pan-European levels.

She holds an LL.M. in International Law of Human Rights and Criminal Justice from the Netherlands Institute of Human Rights (SIM, Utrecht University), as well as a Master’s degree in Criminal Law from Université Paris II Panthéon-Assas. Fluent in English, French, and Greek, she is also an accomplished classical musician.
