The Azerbaijani version of the Council of Europe’s Human Rights Education for Legal Professionals (HELP) course on the “Protection of Children against Sexual Exploitation and Abuse” was officially launched in Baku, Azerbaijan on 25 November 2025, marking the commencement of the online, self-paced tutored training course aimed at strengthening efforts to safeguard children’s rights in Azerbaijan.
During the launch event, which brought together the first cohort of national practitioners, from both legal and non-legal backgrounds, national partners and project representatives emphasised the importance of capacity-building activities and awareness-raising initiatives to prevent and respond to violence against children, including in the digital environment. Through the delivery of the online tutored course, 32 professionals —frontline and legal practitioners – substantially enhanced their understanding of international standards and best practice on the protection of children from sexual exploitation and sexual abuse.
The Azerbaijani version of the online course on the “Protection of Children against Sexual Exploitation and Sexual Abuse” is now publicly available at the HELP online platform. It can be completed by anyone interested, at their own pace.
About the course
The HELP course on the Protection of children against sexual exploitation and sexual abuse is a comprehensive course, which aims to increase the knowledge of legal and other professionals, as well as of other relevant stakeholders. The course is delivered through the lens of obligations under the Council of Europe Lanzarote Convention on the Protection of children against sexual exploitation and sexual abuse, and shares promising practices of its implementation by State Parties. By the end of the course, users will have a better understanding of child sexual exploitation and sexual abuse, and how to address it from a prevention, prosecution and protection perspective.
This HELP course was developed in 2024 by the Human Rights Education for Legal Professionals (HELP) Programme of the Council of Europe, in close cooperation with the Council of Europe Children’s Rights Division.
Target audience
The course is aimed at legal and justice professionals (lawyers, representatives of law enforcement authorities and prosecution bodies, judges) as well as other professionals working with and for children, including education and social service professionals, child protection specialists, representatives of executive and legislative bodies, advocacy groups, Ombudspersons’ offices, non-governmental organisations, and any other professional interested in this area.
How to access the course
The course is freely available in self-learning format on the CoE HELP e-learning platform. The overall length of the course is approximately five hours and those who complete it in self-learning format can obtain an electronic ‘Statement of accomplishment’.
