This call for tender aims to establish a framework contract for the provision of services as outlined in the attached contract document, within the framework of the above-mentioned project. In this context, the Council of Europe is seeking consultants in the areas of technical and evaluation services for language assessment to support the implementation of the project.
Interested candidates are expected to submit their applications by the deadline of 26 January 2026 (23:59, Türkiye time), in accordance with the Tender Rules and Documents enclosed in the Tender File.

Selected service providers may be contacted at later stages based on the project’s evolving needs. The provision of services may begin immediately after the completion of the tender process and signature of the contracts.
All documents must be submitted in English (the only exceptions are registry records and documents demonstrating the individual’s or company’s experience, which may be submitted in Turkish). Otherwise, the Council of Europe reserves the right not to consider the application.
