A signing ceremony was held at the premises of the Constitutional Court of Türkiye to mark the conclusion of a Memorandum of Understanding between the Constitutional Court of Türkiye (TCC) and the Union of Turkish Bar Associations (UTBA). The Memorandum has been developed under the EU-CoE Joint Project on “Supporting the Effective Implementation of Turkish Constitutional Court Judgments in the Field of Fundamental Rights” and formalises a structured framework for ongoing cooperation between the two institutions in support of the effective execution of TCC judgments.
The Memorandum of Understanding establishes four key areas of cooperation: the joint development of e-learning modules on the individual application mechanism, to be hosted on the UTBA's Learning Management System; the regular publication of TCC case law summaries through UTBA platforms targeting lawyers and trainee lawyers; the organisation of thematic expert meetings to facilitate systematic information exchange on the execution of the TCC judgments; and the organisation of case law fora across Türkiye to promote awareness of the Constitutional Court's evolving case law among the legal community.
The signing ceremony marks the successful completion of the relevant Project activity which brought together representatives of the TCC and the UTBA over a series of coordination meetings to develop the protocols underpinning this communication and outreach framework.
The Memorandum of Understanding stands as a concrete and sustainable model for structured dialogue between the TCC and professional legal bodies, and its protocols are expected to serve as a reference framework for similar cooperation arrangements with other public institutions in the future.
The Joint Project on “Supporting the Effective Implementation of Turkish Constitutional Court Judgments in the Field of Fundamental Rights” is co-funded by the European Union and the Council of Europe and implemented by the Council of Europe. The Turkish Constitutional Court is the end beneficiary of the Project.
