This call for tenders aims to conclude an agreement for the provision of the services specified in the contract under the above-mentioned project. In this context, the Council of Europe is seeking a service provider to carry out pilot studies in selected provinces based on the 12 NUTS regions, to support the project implementation.

Tenders must be submitted exclusively through the Council of Europe’s e-Procurement platform. All relevant tender documents are available on the platform. The platform can be accessed via the following link:

Interested applicants are advised to register on the e-Procurement platform as soon as possible and select ‘Interested’ in the system. This will ensure that they receive email notifications in the event of any amendments or updates relating to the call for tenders.

Please note that your account must be created on the e-Procurement platform and approved by the Council of Europe. The approval process may take up to one to two working days. Applicants submitting a tender through the Council of Europe e-Procurement platform for the first time are therefore strongly advised to initiate the registration process as soon as possible.

Interested applicants are expected to submit their tenders by the submission deadline specified in the Tender Rules and Documents included in the Tender File, by 30 September 2026 at 12:00 (Türkiye time). Tenders submitted by email or post will be automatically rejected.

All questions relating to this call for tenders must be submitted in English, no later than 25 September 2026 at 16:00 (Türkiye time), exclusively via the “Private Message” function on the e-Procurement platform. Questions submitted by email or post will not be taken into consideration. The answers to the questions will be published on the e-Procurement platform. When the answers are published, an email notification will be sent via the platform.
