The Council of Europe supported the Central Election Commission (CEC) of Albania in training trainers and supervisors of the Electronic Identification Device (EID) operators. These trainers and operators will be key in preparing election administration for the partial mayoral elections in Vlorë, Tepelenë, Berat, Mat, and Cërrik on 9 November 2025.
The capacity-building initiative targeted individuals in key roles within the Commissions of Electoral Administration Areas, Voting Centre Commissions, Ballot Counting Teams, and EID operators.
Participants took part in practical simulations and reviewed lessons learnt and recommendations from international election observation reports, strengthening their understanding of the electoral legal framework and ensuring the effective implementation of the Electoral Code and CEC guidelines on election day.
The Council of Europe is committed to supporting democratic processes in Albania by enhancing electoral integrity and strengthening the capacities of the electoral administration.
