Geri Pròxim: Access to the labour market

 

Purpose:

Pròxim Programme is a social and labour insertion programme for people in an irregular administrative situation that could be regularised.

The objectives are:

  • To increase the level of employability and competence as well as the degree of autonomy, personal security and empowerment of the people participating in the programme, based on the specification and monitoring of a personal and professional project itinerary.
  • To provide advice and legal assistance in the process of regularisation of the administrative situation and to process the work permit in cases where a job offer of one year's duration is obtained.

Stimulus/Rationale:

The rationale behind the programme is to avoid the loss of talent caused to a large extent by the Law on Foreigners. It’s run by BCN Activa, the local development agency in Barcelona.

It is included in the Action Plan (2022–23) within the Barcelona agreement on Quality Employability (2021-2030).  In particular, under the Inclusive Employability Services. The programme could be framed as well within the Government Measure to promote access to regularity and prevent irregularity (2018).

Process:

This provision offers legal accompaniment (to relegation) and improvement of professional skills and is open to all people, regardless of their administrative situation. In particular, key targets include people in a situation of vulnerability  and people who, after obtaining a postgraduate degree in the city, have stayed but are unable to access the labour market.

It envisages a socio-occupational intervention with a comprehensive, personalised approach and coordinated work between the different agents involved. The programme has promoted a model and a circuit of care articulated at the level of municipal services.
