New EU–Council of Europe joint action to support democratic elections in Albania

The new action “Support to the Electoral Cycle in Albania” (SECA), started implementation with the aim to strengthen the independence and capacities of the Central Election Commission (CEC), foster inclusive engagement of civil society and media organizations in electoral processes, and reinforce public trust in elections. Over the next three years, SECA - co-funded by the European Union (EU) and the Council of Europe, and implemented by the Council of Europe will build on previous electoral assistance, by promoting sustainable practices in electoral administration, enhancing transparency, and fostering democratic participation, in line with Albania’s EU accession priorities.

At the meeting hosted at the Central Elections Commission on 16 September, the State Election Commissioner, the Head of the Council of Europe Office in Tirana, and representatives of the EU Delegation in Albania discussed the objectives, implementation and co-ordination of this initiative. Commissioner Ilirjan Celibashi expressed CEC institution’s support and confirmed its strong commitment to active engagement, emphasising the action’s alignment with the institution's strategic priorities. Head of the Council of Europe Office in Tirana – Giulia Re, and representatives from the EU Delegation underlined SECA’s strategic role in the process of Albania’s EU accession, particularly in ensuring the independence and effective functioning of the CEC. During the meeting it was highlighted the importance of fostering active participation by civil society and media organisations, and of strengthening public trust through informed democratic engagement in elections.

The SECA action will run for 36 months. More information about the activities and expected results will follow during the official kick-off event in November 2025.
