Journalists Matter, Council of Europe Campaign for the Safety of Journalists

The Council of Europe encourages member states to transpose the Campaign to the national context. Without each member’s committed and effective effort at national level, through the development of the so-called ‘national chapter’, the Campaign cannot reach its goals.

National Campaign Committee

The National Committee for the "Journalists Matter" campaign in Montenegro is actively functioning and brings together relevant institutions and organisations. It was established at the initiative of the Ministry of Culture and Media, with the participation of representatives from state authorities, civil society, and media associations.

Composition of the Committee:

Members of the Committee include representatives of the Ministry of Culture and Media, the Ministry of the Interior, the Supreme State Prosecutor’s Office, the Council for Civilian Control of Police Work, the Commission for Monitoring Investigations of Attacks on Journalists, and journalists’ organisations. No significant changes in the composition have been recorded compared to the previous period.

Functionality and activities of the Committee:

The Committee holds regular quarterly meetings, with the possibility of convening extraordinary meetings in urgent cases. The focus remains on analyzing incidents, exchanging information, and proposing concrete measures to improve journalists' safety.

Effectiveness of the dialogue and cooperation mechanism:
The mechanism has demonstrated efficiency in connecting different stakeholders and initiating concrete activities, although challenges remain concerning the speed of implementing recommendations. A notable achievement is the adoption of guidelines for rapid action in cases of attacks on journalists.
