The Government of Montenegro has published the Draft Media Strategy 2023–2027, along with an accompanying Action Plan for 2023–2024, aiming to address long-standing challenges facing the country’s media sector.
The strategy acknowledges that Montenegrin media have faced persistent pressures—both political and economic—that threaten their independence and financial viability. In response, the proposed framework prioritizes creating a fair and competitive media environment, free from political interference and governed by transparent and accountable legal mechanisms.
Key goals include:
- Enhancing media pluralism and economic sustainability;
- Strengthening institutional and legal safeguards against political influence;
- Promoting ethical journalism and professional standards;
- Supporting public interest media through fair funding mechanisms.
