Voltar Republic of Moldova adopts Action Plan on the Safety of Journalists (2026–2027)

As mentioned at the annual meeting of the Journalists Matter Campaign, hosted in Chișinău on 23 April 2026, the Republic of Moldova has formally adopted its Action Plan on the Safety of Journalists for 2026–2027, marking an important step in strengthening the protection of media professionals.

Signed jointly by the Ministry of Culture, the Ministry of Internal Affairs, the Ministry of Justice and the Prosecutor General’s Office, the Action Plan reflects a coordinated commitment by public authorities to improve the safety of journalists and to align national policies with Council of Europe standards and European Union frameworks.

The Plan sets out a comprehensive approach, combining legal, institutional and practical measures. It foresees, among others, the establishment of an early warning and rapid response mechanism, strengthened cooperation between authorities and civil society, and improved handling of cases involving threats or attacks against journalists. Particular attention is given to ensuring effective investigations and addressing impunity, as well as to enhancing the capacities of law enforcement and judicial actors through targeted training.

The Action Plan also addresses emerging risks, including online harassment and cyber threats, while promoting the resilience of journalists and media organisations through access to legal, digital and psychological support. Measures to improve safety during public assemblies, strengthen data collection on attacks against journalists, and advance anti-SLAPP protections are also included.

Its implementation will be coordinated by the Ministry of Culture and monitored on a regular basis, with progress reported twice a year.

Adopted in a context of ongoing challenges to media freedom, the Action Plan represents a concrete step towards ensuring safer conditions for journalists in the Republic of Moldova and reinforces the country’s engagement under the Journalists Matter Campaign.
