Through an IPA III project implemented by the OSCE Mission to Serbia, the Permanent Working Group for the Safety of Journalists continued strengthening practical protection mechanisms and cooperation among institutions and media stakeholders. Activities implemented in 2025 included training for prosecutors, police officers, judges and media representatives on institutional responsibilities, procedures in cases of threats against journalists, protection during public gatherings and the application of international standards relating to journalists’ safety. A total of 54 participants took part in these activities.

The project also supported the operation of a 24/7 SOS hotline for journalists at risk, providing urgent legal and procedural assistance and facilitating cooperation between institutions and media associations. During September and October 2025 alone, 51 communications were recorded through the hotline.

In addition, Serbia translated and disseminated the Council of Europe Recommendation CM/Rec(2024)2 on countering SLAPPs and organised its first specialised training for judges from High Courts, Appellate Courts and the Supreme Court. The training introduced participants to SLAPP indicators and procedural safeguards contained in Council of Europe standards and forms part of broader efforts to strengthen judicial preparedness in this area.

Members of the Permanent Working Group also participated in a study visit to France, where they exchanged experiences with public authorities, journalists’ organisations, media regulators, UNESCO and civil society organisations working on media freedom and journalists’ safety.
