Powrót North Macedonia: launch of the Handbook on pre-trial detention

On 10 September, the Department for the Execution of Judgments of the European Court of Human Rights participated in an event in Skopje marking the launch of the Handbook on the application of pre-trial detention in the light of Article 5 of the European Convention on Human Rights.

The event brought together the Minister of Justice, the State Public Prosecutor, the Director of the Academy for Judges and Prosecutors, the Presidents of the Supreme Court and the Constitutional Court, judges and prosecutors from across the country, members of the Judicial Council and the Council of Public Prosecutors, the Government Agent before the European Court, as well as representatives of diplomatic missions in North Macedonia.

The Handbook was prepared by a working group of judges, prosecutors and experts, established at the initiative of the Academy of Judges and Prosecutors following a meeting with the Department for the Execution of Judgments. It has been published in 400 copies and is also available  online,

The Handbook is expected to contribute to the execution of the Vasilkoski and Others group of cases against North Macedonia, concerning shortcomings related to the insufficient reasoning of decisions extending pre-trial detention and the lack of equality of arms in detention review proceedings.
