Greece: Meeting with the Hellenic Coastguard

On 4 June, the Department for the Execution of Judgments of the European Court of Human Rights (DEJ) held an online technical meeting with the Hellenic Coastguard. The discussion focused on the execution of two cases/groups of cases pending before the Committee of Ministers, notably the Alkhatib and others group of cases concerning the conduct of interception operations, and the Safi and others case concerning search and rescue operations, as well as the cross-cutting issue of effective investigations.

The Hellenic Coastguard was represented by the Directorate General of Security and Law Enforcement, the Directorate of Operational Means, the Personnel Directorate-Disciplinary Affairs Section, the Search and Rescue Operations Section and the Integrated Maritime Surveillance Bureau. The meeting was organised with the support of the State Legal Council and the Permanent Representation of Greece to the Council of Europe.

This meeting provided an opportunity to exchange views on the latest decision of the Committee of Ministers, in March 2026, regarding the execution of the Alkhatib and others group of cases, and to further discuss the progress and next steps on the issues currently being followed by the Committee in relation to interception and search and rescue operations. During the meeting, the Coastguard officials presented the current situation and outlined potential next steps.
