Vissza "Neurotechnologies and Human Rights: Do we need new rights? " The report of the Council of Europe and OECD round table is published

The rapporteurs’ report of the round table “Neurotechnologies and Human Rights framework: Do we need new rights?”, co-organised by the Council of Europe and the OECD is published.

Prepared by Siobhán O'Sullivan (IRL, General Rapporteur), Hervé Chneiweiss (F), Alessandra Pierucci (I) and Karen Rommelfanger (USA), the report reflects the main findings, positions, conclusions and recommendations of the roundtable. 
Based on the discussion held on key human rights issues raised by the applications of neurotechnologies, it is proposed namely:

  • to facilitate an inclusive societal deliberation on how such technologies should be deployed and regulated;
  • to develop an Interpretative Guide to Adapting Existing Human Rights to neurotechnologies to guarantee that the protection of human rights is a guiding consideration throughout the entire process of research, development, and application.

The report was prepared in the context of the Council of Europe's Strategic Action Plan on Human Rights and Biomedicine Technologies (2020-2025) and the implementation of the 2019 OECD Recommendation on Responsible Innovation in Neurotechnology.
