The Council of Europe implements the Intercultural Cities (ICC) programme since 2008. The Programme provides assistance to local authorities from more than 150 cities located all over the world and, to some extent, to European Regions and States. Therefore, the ICC Unit also relies upon a network of consultants and experts with knowledge of international standards and different European systems, and consultants and experts with knowledge of the domestic system in which the activities are implemented. The current ICC Pool of Experts will expire in March 2022. In view of renewing the Pool of Experts and to align it with the current programme of work, the Council of Europe is launching a new call for tenders for consultants to contribute to the ICC programme of activities on a global scale, within the regulations tied to the funds available.

If you are interested in joining the ICC Pool of Experts, consult the full tender file and carefully follow all the instructions for submission. The call’s documents are available via the Council of Europe’s e-procurement platform. Interested tenderers are invited to click “access the opportunity” to create their profile on the platform in order to start submitting their offer.

Tenders can be submitted in English or French. However, the French version of this Tender file is provided for information purposes only. In case of discrepancies, the English version prevails.

All offers must be sent through the e-procurement platform. Tenders submitted by any other means (including using the messages functionality of the e-procurement platform or direct messages to the ICC team) will be excluded from the procedure.
