Germany makes a significant voluntary contribution

The Government of the Federal Republic of Germany has made a voluntary contribution of €14 000 000 in 2025 to support:

  • Council of Europe Action Plan for Ukraine “Resilience, Recovery and Reconstruction” 2023-2026;
  • Council of Europe Action Plan for the Republic of Moldova 2025-2028;
  • Council of Europe Action Plan for Armenia 2023-2026;
  • Council of Europe Action Plan for Bosnia and Herzegovina 2026-2029;
  • Council of Europe Overview of Co-operation Activities in Kosovo*;
  • Cooperation projects in Albania;
  • Cooperation projects in North Macedonia;
  • Freedom of expression and media in Georgia;
  • Co-operation with representatives of Belarusian democratic forces and civil society;
  • Youth projects;
  • European Court of Human Rights;
  • Parliamentary Assembly of the Council of Europe;
  • Congress of Local and Regional Authorities; 
  • Venice Commission;
  • Visibility of the Council of Europe in Germany;
  • Council of Europe Counter-Terrorism Strategy.

Germany has also contributed €361 472 to the Human Rights Trust Fund**.

Ambassador Heike Thiele, Permanent Representative of Germany to the Council of Europe, met with Alain Berset, Secretary General, on this occasion.
