On 10 June 2026, the Committee of the Parties to the Council of Europe Convention against Trafficking in Human Organs (known as the Santiago de Compostela Convention) adopted a position paper addressing the growing phenomenon of online platforms promoting and facilitating international travel for illicit organ transplantation.

The position paper reaffirms that organ transplantation must be based on transparency, equity and full respect for human rights. It underlines the key role of the Santiago de Compostela Convention in preventing and combating organ trafficking, which applies directly to website and online facilitators that enable or promote illegal transplant procedures, while also ensuring the protection of victim’s rights.

The Committee of the Parties also strongly encourages all Council of Europe member States and other countries that have not yet done so to sign and ratify the Convention and to actively engage in the global efforts against organ trafficking.
