9th Plenary Meeting of the Santiago de Compostela Committee

The Committee of the Parties held its 9th plenary meeting online on 20 and 21 October. The essence of this gathering was to reinforce cooperation between States Parties, encourage the exchange of ideas and promote discussions aimed at boosting and deepening the Committee’s work.

Delegations followed up on the first flash survey, which addressed the obligation of mandatory reporting by clinicians and other allied health professionals. The session included a brainstorming component, with participants sharing insights, implementation experiences and proposals for further progress.

The Bureau presented a concept note containing questions for the development of a second flash survey, focused on national experiences and lessons learned in implementing the Santiago de Compostela Convention, which received the green light from the Committee.

The plenary included the presentation of a document clarifying the distinction between trafficking in human organs (THO) and trafficking in human beings for organ removal (THBOR), supporting a clearer understanding and more precise actions in these areas.

Participants also discussed preparations for the 2027 International Day Against Organ Trafficking (IDAOT), specifically communications and the organisation of a joint event in collaboration with the Declaration of Istanbul Custodian Group (DICG).

This focused plenary session fostered active engagement and knowledge-sharing, assisting States Parties in advancing their response to organ trafficking and related offences.
