President of the Ministers’ Deputies, dear Domenik,

President of the Parliamentary Assembly, dear Theodoros,

Ambassador of Ukraine, dear Borys,

Excellencies,

Ladies and gentlemen,

Today we mark an anniversary that none of us wanted to see.

It is now two years since the Russian Federation launched its terrible full-scale war of aggression against Ukraine –

And the injustice of it continues to burn.

Our thoughts today are with the Ukrainian people.

We think of those who have been killed whether on the front line, or on the streets, or in their homes –

We think of those who have suffered injuries or the destruction of their homes, livelihoods and communities –

And we think of those millions of refugees who have fled their country in search of safety –

Or who have been deported or forcibly displaced to Russia, or Russian-controlled territory –

A fate that has befallen many children.

But while our deepest sympathy is with the Ukrainian people –

So too have they won our greatest respect.

Two years into this aggression, their spirit remains strong –

Incredibly strong.

Despite all the suffering and hardship, they remain resolute in their determination to defend their country –

To reclaim their territory –

And to rebuild a democratic Ukraine, cast in yellow and blue –

The colours of their own flag, which now flies in solidarity on buildings throughout this continent –

And the colours that call to mind European unity and the institutions that underpin it.

Car l'avenir de l'Ukraine doit être un avenir libre et européen.

Et le Conseil de l'Europe est fermement déterminé à y contribuer.

Cet engagement est au cœur de toutes les actions que nous avons entreprises pour soutenir l'Ukraine et son peuple.

Qu'il s'agisse de notre Plan d'action pour la résilience, la relance et la reconstruction –

De notre travail de soutien aux réfugiés et aux enfants ukrainiens –

Et de notre nouveau Registre des dommages qui enregistrera les pertes et les dommages sur le terrain –

Ouvrant la voie à un mécanisme international d'indemnisation.

Mesdames et Messieurs, nous attendons tous avec impatience le jour où nous serons invités sur ce parvis, et ce pour différentes raisons –

Pour marquer la fin de la guerre d'agression de la Russie –

Pour célébrer la victoire de l'Ukraine, qui sera aussi la nôtre.

Et pour marquer les étapes futures de son parcours européen.

Mais pour l'heure, nous sommes réunis pour saluer la force et le courage de son peuple –

Et pour exprimer clairement notre détermination à faire tout ce que nous pouvons pour aider ce pays et son peuple à chaque étape du conflit, et au-delà.
