The Centre of Expertise for Multilevel Governance at the Congress helped to mobilise over 30 representatives of central and local authorities, civil society organisations and international partners to work on the development of the Kosovo* Action Plan on Open Government 2026–2028.

The co-creation workshop on the Plan was organised in Pristina on 22 January 2026 by the Ministry of Local Government Administration with Congress support as part of the Council of Europe co-operation activities in Kosovo and in the framework of the project “Strengthening multilevel governance and participatory democracy”, implemented by the Centre of Expertise.

Opening the workshop, the Ministry’s Secretary General Jeton Qela emphasised the importance of inclusive and participatory processes in shaping Kosovo-wide policies. He underlined that open dialogue and close co-operation between central and local authorities, civil society, and international partners are at the heart of the current draft action plan.

Participants placed a strong emphasis on citizen participation, access and right to information, transparent procurement, participatory budgeting and digital monitoring tools. They identified key priority areas and drafted a first set of measurable commitments that will compose the Action Plan.

A Multi-Stakeholder Forum, established on 2 December 2025 to co-ordinate the design, implementation and monitoring of the Action Plan, will oversee further co-creation activities involving line ministries, relevant agencies and civil society organisations, ahead of the Plan’s formal approval.
