Twenty police officers strengthened their knowledge and practical skills in applying safeguards against ill-treatment and conducting human rights compliant investigative interviews during a two-day workshop held on 10–11 September 2026.

Through expert discussions, case studies and scenario-based exercises, participants enhanced their understanding on implementation of safeguards against ill-treatment applicable from the outset of police custody and strengthened their skills on modern interrogation techniques such as investigative interviewing, therefore reinforcing their ability to manage operational pressures without compromising detainees’ rights or professional standards. Particular attention was given on identifying and responding to persons in situations of vulnerability, as well as on managing risks associated with prolonged questioning, fatigue, stress and communication barriers.

In addition, participants raised their awareness on Council of Europe and other international standards, CPT findings and case law of the European Court of Human Rights.

Delivered by two experienced Council of Europe consultants, with a specialised contribution from the Prison Healthcare Department of the Ministry of Health, the workshop supported the continued development of professional, accountable and human rights-compliant policing in Kosovo*.
