Tetyana Berezhna, Ukraine’s Deputy Prime Minister of Ukraine for Humanitarian Policy and Minister of Culture, has signed the Lille Convention, together with Mathieu Mori, Secretary General of the Congress of Local and Regional Authorities of the Council of Europe. The signature took place on September, in Bukovel, Ivano-Frankivsk region, Ukraine on 19 September.
The Lille Convention, one of the “youngest” Council of Europe conventions opened for signature in March 2026, seeks to advance independent international production of in televisual or streaming series. It is part of the work that the organisation does to promote and protect Europe’s diverse culture.
The signature of the convention by Ukraine highlights the importance of investing in and promoting culture and cultural cooperation even in the times of war. Ukraine becomes the 12th country to sign the convention. It will enter into force upon ratification by three countries.
Consummate European cooperation across the Carpathians
The signing ceremony took place on the margins of the Carpathian Summit during which the Carpathian Integration Initiative for macro-regional cross-border cooperation was also discussed. In 1993, the Carpathian Euroregion, created on the basis of the Council of Europe’s Outline Convention on transfrontier co-operation, was established between representatives of regions of five countries. Ukraine is now initiating its extension to other countries of the macro-region. The Council of Europe Congress will work at promoting this initiative among local and regional authorities of the member states involved.
