Protecting Democracy

From attacks on journalists to weakened elections, foreign influence and politicised justice systems, the warning signs are all around us. We are witnessing the undermining of security, stability, and prosperity, which have been gained through democracy, human rights, and the rule of law, anchored in the Council of Europe’s values, in particular the European Convention on Human Rights.

To protect is to reinforce democracy wherever it is in retreat. We must safeguard the structural integrity of democratic systems, from European and outside actors, while addressing the socio-political roots of disillusionment, extremism, and polarisation.

How can we achieve this?

Rebuild trust in democratic institutions through transparency, inclusiveness, accountability, and genuine responsiveness to citizens’ needs, countering hostile foreign influence.

Counter disinformation and safeguard public debate, ensuring citizens have access to accurate information through a free and pluralistic media landscape.

Defend the rule of law by safeguarding judicial independence, protecting electoral integrity, and upholding justice as a non-negotiable cornerstone of democracy.

Fight corruption relentlessly, recognising it as a force that undermines trust and corrodes institutions from within.

Promote social rights for all, tackling the impact of socio-economic inequalities that erode confidence in what democracy can deliver – leaving no one behind.

Advance equality and inclusion, securing the full participation and representation of women and marginalised groups in every aspect of democratic life.
