Adapting our institutions to fast-moving, cross-border, hybrid threats is core to innovating for democracy. Ensuring that digital technologies are positive for our democracies is vital. European citizens are frustrated because they feel left out of the decisions that will shape the future of their continent, as new technologies like artificial intelligence advance. The Pact will seek measures so that innovation is harnessed to broaden access, increase transparency, and restore citizens’ trust in elections.

This is a shared invitation to reimagine and rebuild democracy together.

As it did 75 years ago, the Council of Europe will lead once again,
