Contribute to the consultations towards the New Democratic Pact for Europe

Democratic backsliding, disinformation and mistrust are testing Europe's institutions and freedoms. Democratic security - keeping our institutions, freedoms and values resilient - is our first line of defence, but there's no single fix. Since 2025, the Council of Europe has been consulting governments, parliaments, local authorities, civil society, academia, businesses and citizens to find shared solutions under the consultations towards the New Democratic Pact for Europe. Consultations run through 2026, with outcomes expected in early 2027. 

So far, 64 civil society organisations have already contributed to the consultations, representing 34% of all inputs received to date. And we wish to hear from you too! 

Civil society organisations can still contribute, by 6 November 2026, in two ways: 

  • Submit an in-depth written contribution: Complete the brief feedback form on democratic security and upload a two-pager contribution or key existing documents (maximum 3 per contributor; file name format: "OrganisationName_Title") via this link.  

    Note: you will not receive an automatic confirmation after uploading. Contributions may be made public; if yours should remain confidential, or for more information, contact the Pact team at [email protected].
