Mandate

The Division on Migration and Refugees (DMR) was created at the Directorate General of Human Rights and Rule of Law (DG1on 1 February 2025 to follow-up on the action by the former Special Representative of the Secretary General on Migration and Refugees. Its mandate includes suggesting assistance and support to member states, particularly through the Network of Focal Points on Migration, seeking, collecting and analysing information on the human rights situation of migrants and refugees, as well as complementing and co-ordinating activities of other relevant Council of Europe bodies and our action with other international partners, notably the UNHCR, IOM, EU, and its specialised agencies, and other national, regional and international stakeholders, including civil society organisations. The DMR represents the Council of Europe in the UNHCR Nansen Refugee Award Selection Committee, as well as in the Consultative Forums of Frontex and of EUAA.

The Commissioner calls on Bosnia and Herzegovina to improve assistance to asylum-seekers and migrants

On 15 May 2018, the Commissioner for Human Rights, Dunja Mijatović, published a letter addressed to the Ministers for Human Rights and Refugees and for Security of Bosnia and Herzegovina, where she urges the authorities to spare no effort in order to improve their handling of migrants’ arrivals.

Concerned by the lack of a systematic response to the situation of refugees and migrants who sleep on the streets and in the parks with irregular access to food and health assistance, the Commissioner urges the authorities to provide adequate accommodation by using all available refugee reception centres and to make sure that all asylum-seekers and migrants receive adequate food, health care and administrative assistance.

The Commissioner recognizes that the situation with migration might present social and economic challenges for Bosnia and Herzegovina, but at the same time she underscores the country’s obligation to ensure assistance and access to fair and effective asylum procedures and a need to address it in a human rights compliant way.
