On 26 June 2018, in Strasbourg, the Policy Lab for Inclusive Integration is going to hold its 2nd meeting. The concept of this event is to review a “model” integration strategy in view of reaching agreement on the key principles and structure of national inclusive strategies. Governments are invited to present and explain their plans for migration, refugees and integration, and discuss with cities the role they can play in designing and implementing those policies. The lab will showcase success stories and warn of harmful shortcomings. Another purpose of the meeting is to foster an agreement on a roadmap, methodology, and priorities for the future work of the Policy Lab for Inclusive Integration. Participants are representatives of a selected number of Council of Europe Member States, local and regional authorities, and members appointed by other Council of Europe bodies including the Special Representative of the Secretary General for Migration and Refugees, the Commissioner for Human Rights, the Congress of Local and Regional Authorities, the European Commission against Racism and Intolerance, the European Committee on Democracy and Governance, and the Parliamentary Assembly. The Policy Lab is an initiative to promote co-operation and co‑ordination among local, regional and national authorities in the field of diversity management and inclusive integration.

Mandate
The Division on Migration and Refugees (DMR) was created at the Directorate General of Human Rights and Rule of Law (DG1) on 1 February 2025 to follow-up on the action by the former Special Representative of the Secretary General on Migration and Refugees. Its mandate includes suggesting assistance and support to member states, particularly through the Network of Focal Points on Migration, seeking, collecting and analysing information on the human rights situation of migrants and refugees, as well as complementing and co-ordinating activities of other relevant Council of Europe bodies and our action with other international partners, notably the UNHCR, IOM, EU, and its specialised agencies, and other national, regional and international stakeholders, including civil society organisations. The DMR represents the Council of Europe in the UNHCR Nansen Refugee Award Selection Committee, as well as in the Consultative Forums of Frontex and of EUAA.
