Council of Europe continues strengthening the institutional capacity of the General Inspectorate for Migration through an IT equipment donation

The Council of Europe delivered a batch of advanced IT equipment to the General Inspectorate for Migration of the Ministry of the Internal Affairs of the Republic of Moldova. The donation, valued at 84.000 EUR, consists of computers, TV monitors, laptops and specialised analytical software. The delivery was marked by a handover ceremony held at the General Inspectorate for Migration.

„This donation will strengthen the capacity of the General Inspectorate for Migration to collect and analyse information, to identify emerging risks, and vulnerabilities among migrants and asylum seekers at an early stage. And more importantly, the new equipment will contribute directly to improving safeguards for vulnerable groups, including women, children, victims of trafficking, and persons with disabilities.” said Mr Falk Lange, Head of the Council of Europe Office in Chișinău, addressing the participants at the ceremony.

For her part, Ms Diana Salcuțan, State Secretary of the Ministry of Internal Affairs of the Republic of Moldova, highlighted that the support of the Council of Europe is vital for building human rights-based migration and asylum systems, contributing also to the Republic of Moldova’s progress on the EU accession agenda. “This generous donation from the Council of Europe, valued at nearly two million lei (MDL), represents an investment that will enable us to move from management based on traditional processes, to one based on data, speed, and precision. Being equipped with advanced software solutions and high-performance equipment, the General Inspectorate for Migration is to take a significant step towards data analysis from open sources (OSINT). It will enable us to quickly identify emerging risks, provide enhanced protection of vulnerable groups, and proactively respond to challenges.”, mentioned Ms Salcuțan.

The procurement and delivery of the equipment were organised within the framework of the Council of Europe project “Strengthening the human rights protection of refugees and migrants in the Republic of Moldova: phase II”, funded and implemented under the Council of Europe Action Plan for the Republic of Moldova 2025–2028.
