7th meeting of Committee of Experts on Intercultural Inclusion (ADI INT) held in Strasbourg

On 13-14 May 2025, the Council of Europe’s Committee of Experts on Intercultural Inclusion (ADI‑INT) met in Strasbourg and advanced in its work on preparing guidance, tools and policies to foster inclusive societies across member states.

The Committee approved a “Guidance document on strategies for inclusion in the fields under the responsibility of the Steering Committee on Anti-discrimination, Diversity and Inclusion (CDADI)”, which will now be submitted to the CDADI for adoption at its 11th meeting (1-3 July 2025).

The ADI-INT members and participants also discussed the next steps for the self‑assessment tool on multilevel governance for intercultural inclusion, with the consultants: Migration Policy Group. This tool aims to assist national, regional and local authorities in evaluating their coordination and cooperation on inclusion policies.

Karoline Fernandez de la Hoz Zeitler (Spain) was re-elected Chair, and Krzysztof Stanowski (Lublin, Poland) was re-elected Vice-Chair of the ADI-INT. Grégory Jaquet (Canton of Neuchâtel, Switzerland) was reappointed Gender Equality Rapporteur for the Committee.

 On her re-election the Chair said “The challenges we face in advancing intercultural inclusion, as well as the implementation of Recommendation CM/Rec(2022)10 on multilevel policies and governance for intercultural integration, continue to grow in relevance within both national and global contexts. The work, recommendations, and tools developed by the ADI-INT Committee to date have made a valuable contribution to promoting intercultural integration and strengthening multilevel governance in our countries. These outputs support the design, implementation, and monitoring of effective policies in these fields, not only in Spain but also across all participating member states. I am honoured to continue serving in this role, to help finalise the initiatives currently underway and to collaboratively shape the next steps of our Committee’s important work.”

During this 7th meeting the Committee heard a presentation and exchanged views on state initiatives and community‑level strategies supporting the return and reintegration of displaced Ukrainians, as well as on the "Feasibility study on desegregation and inclusion policies and practices in the field of education for Roma and Traveller children.”  This was followed by a roundtable, during which members and participants discussed challenges in implementing Committee of Ministers’ Recommendation (2022)10 on multilevel policies and governance for intercultural integration sharing obstacles and best‑practice solutions.

The Committee members then exchanged views with Petra Roter, President of the Advisory Committee on the Framework Convention for the Protection of National Minorities, on the Advisory  Committee’s recently revised Thematic Commentary on Education.

The meeting concluded with a study visit to Strasbourg’s “T’Rêve” social inclusion project and the new “Equality Space” where participants observed some of the innovative best practices concerning inclusion, access to services and anti-discrimination education at the local level.
