10th plenary meeting of the MEDICRIME Committee

The MEDICRIME Committee held its 10th plenary meeting on 9–10 December 2025 in Strasbourg, advancing international efforts to combat the falsification of medical products and related crimes.

With more than 85 participants the 10th plenary meeting of the MEDICRIME Committee demonstrated the high level of engagement and growing international interest in the MEDICRIME Convention.

Participants included representatives from 27 countries, namely 16 States Parties to the Convention along with 11 first-time participating countries. These were Burundi, Cameroon, Czechia, and Egypt (non-signatory states), and Chad, Chile, Congo, Israel, Italy, the Slovak Republic, and Tunisia (signatory states).

Observers from the following organisations also attended: AIDF*, ASOP EU*, Europol, Fedefarma, Fight the Fakes Alliance, Interpol, OPALS*, PSI*, LEEM*, WOAH*, and WHO*. Additionally, the meeting included representatives from other Council of Europe bodies such as Anti-Doping, PACE*, CMED* and
CD-P-PH*.

Key agenda items included the Summary Report of the Country Profile Questionnaire, a discussion on the 2nd Monitoring round focused on the deposit and destruction of seized counterfeit medical products, and a discussion of the compliance procedure of the 1st Monitoring round devoted to protecting public health in times of pandemics. These discussions were enriched by contributions from observers, participants and independent experts, providing a broad range of perspectives and insights. The Committee also reviewed national achievements in Türkiye and France in combating pharmaceutical crime.

Additionally, the Committee considered new requests for observer status from the World Patients Alliance and the European Medicines Verification Organisation and examined emerging topics such as the gender-specific impact of pharmaceutical crime, the role of Artificial Intelligence, and the fight against falsified veterinary medical products.

The 10th plenary meeting reaffirmed the MEDICRIME Convention’s essential role in protecting public health and strengthening cross-border cooperation against medical product falsification.
