Some 80 representatives of investigative units of the State Bureau of Investigation (SBI), academia, advocates, prosecutors, judges and Council of Europe experts took part in intensive hands-on seminar “Incident Site Inspection in the Light of Guarantees of the European Convention on Human Rights” in face-to-face and online format.
Issues raised are very much on the professional demand of investigators so far as incident site inspection is the only investigative activity that can be performed prior to entering respective case into unified registrar of pre-trial investigations. This of course requires adherence to all guarantees and ensuring protection from potential abuse. In what relates to ill-treatment investigation, this action might play a key role in establishing whether the fact of such perpetration took place or not.
Participants as well discussed influence of due evidence collection on the overall adherence to fair trial standards.
