National police strengthens personal data protection standards through Council of Europe-supported training

On 14–15 May 2026, the Council of Europe, jointly with the Secretariat of the Ukrainian Parliament Commissioner for Human Rights, organised a two-day online training course entitled “Personal Data Protection in the Activities of Law Enforcement Authorities.” The event brought together representatives of the main inspection units of the regional departments of the National Police of Ukraine, as well as representatives of the Department of Main Inspection and Human Rights Compliance of the National Police of Ukraine.

Opening the event, Yuliia Derkachenko, Representative of the Ukrainian Parliament Commissioner for Human Rights on Information Rights, stressed the importance of police officers understanding the principles of personal data processing, particularly in the context of Ukraine’s progress towards European Union membership. Council of Europe national consultant Oleksandr Shevchuk introduced participants to European data protection standards, including the provisions of Council of Europe Convention 108+, the EU General Data Protection Regulation (GDPR), and the EU Law Enforcement Directive on personal data protection in the law enforcement sector (Directive (EU) 2016/680). Participants also discussed key issues of legal regulation and principles of personal data processing, the rights of data subjects, and information protection mechanisms in the activities of law enforcement authorities.

The training is part of a series of capacity-building activities aimed at establishing a network of responsible officers for personal data processing and implementing relevant standards within the National Police of Ukraine.


Reference information: the Council of Europe project "Support to the Implementation of the European Human Rights Standards in Ukraine: Phase II" is aimed at strengthening the system of human rights protection in Ukraine by bringing the national legislation and practice in line with international standards and enhancing the operational capacity of the Ombudsperson to prevent torture and ill-treatment in places of deprivation of liberty and guarantee protection of the right to privacy and personal data.
