On 27–28 August 2026, a two-day training course “Personal Data Protection in Law Enforcement Activities” was held in Kyiv. The training was organised by the Secretariat of the Ukrainian Parliament Commissioner for Human Rights and the Department of the Main Inspectorate and Human Rights Compliance of the National Police of Ukraine, with the support of the Council of Europe project “Support to the Implementation of European Human Rights Standards in Ukraine: Phase II.”
The training brought together regional representatives of analytical units of the National Police of Ukraine. Participants explored European standards and the case law of the European Court of Human Rights in the field of personal data protection, as well as practical aspects of processing and protecting personal data in law enforcement activities. Particular attention was paid to the use of open-source intelligence (OSINT), the protection of official and sensitive information, and the specific requirements for processing personal data under martial law.
The second day focused on responding to personal data protection incidents and information leaks, protecting third parties when responding to information requests, as well as digital hygiene and the safe use of artificial intelligence. Participants examined the risks associated with using ChatGPT, Claude and Gemini when handling personal and official information, as well as practical approaches to formulating safe prompts that help prevent the disclosure of sensitive information.
The training formed part of a broader series of educational activities aimed at establishing a network of personal data protection officers and supporting the implementation of European standards in the work of the National Police of Ukraine.
Reference information: the Council of Europe project "Support to the Implementation of the European Human Rights Standards in Ukraine: Phase II" is aimed at strengthening the system of human rights protection in Ukraine by bringing the national legislation and practice in line with international standards and enhancing the operational capacity of the Ombudsperson to prevent torture and ill-treatment in places of deprivation of liberty and guarantee protection of the right to privacy and personal data.
