“It is necessary to have experienced professionals in municipalities who are able to perform their tasks effectively. People should be motivated and interested in working for local governments. Appropriate conditions should be created for this - this is a provision of the European Charter of Local Self-Government." That is how the seminar on "Human Resources Management in Local Self-Government Authorities" for representatives of local self-government authorities of Volyn oblast began in Lutsk on 28 November 2019.

The training was organised by the Council of Europe Programme “Decentralisation and local government reform in Ukraine” HRM School in the framework of the Memorandum of Co-operation was signed on 28 October 2019 between the Association of Amalgamated Territorial Communities, the Volyn Regional Centre for Retraining and Advanced Training of Employees of State Bodies, Local Self-Government Authorities, State Enterprises, Authorities and Organisations and the Centre of Expertise for Good Governance of the Directorate General of Democracy of the Council of Europe.

HRM School launched by the Council of Europe Programme “Decentralisation and local government reform in Ukraine” in response to requests from local authorities and in the framework of priorities of the Council of Europe Action Plan for Ukraine 2018-2021 for advisory and training support to local self-government authorities and its associations on service in local self-government and professional development of local elected and appointed officials, based on the tools of the Council of Europe’s Centre of Expertise for Good Governance, European standards and best international and national practices. The Council of Europe also took into account the results of the National Training Needs Analysis for Local Self-Government Authorities of Ukraine which were incorporated in the Report of the National Agency of Ukraine on Civil Service on current state of Ukrainian training system for public officials and local councillors.

Training at the Volyn Training Centre becomes the fourth event held by the Council of Europe within the HRM School:

• On 18 November  2019 the HRM School held a one-day workshop in Rivne for representatives of local self-government authorities of Rivne region at the request of Rivne Regional Training Centre. Briefly about this - in the video from the SPHERE-TV TRC.
• On 15 October 2019 the HRM School organised in the CoE Office in Ukraine the first thematic meeting at the request of representatives of local government associations of Ukraine.
• On 24-25 October 2019 the HRM School held the trainings “Human Resource Management in Local Self-Government” for representatives of local self-government authorities of Dnipropetrovsk region at the request of the Dnipropetrovsk Branch of the Association of Ukrainian Cities.
