Seminar “Protecting of Internally Displaced Persons’ Rights: Council of Europe Standards and Regional Practices in Ukraine” held in Odessa.

On 15 of June in Odessa in the framework of the Forum on development of cooperation between the Council of Europe and Ukraine in Odessa oblast a seminar “Protecting of Internally Displaced Persons’ Rights: Council of Europe Standards and Regional Practices in Ukraine” has been organized by the Council of Europe Project “Strengthening the Human Rights Protection of Internally Displaced Persons in Ukraine”.

The seminar aimed at presenting the Project pillars and main achivements, experience exchange in the field of protection of IDPs rights with a focus on good practices and initiatives in Mykolayiv, Odesa and Kherson regions.

The event gathered around 45 participants representing government agencies, non-governmental organizations, centers of free legal aid and academic community.

As a result, of thematic sessions and discussions, participants  increased their knowledge of the Council of Europe standards on internal displacement and deepen understanding of the ways of practical application of European human rights standards including PACE and CM recommendations to conflict effected population.

Due to contribution of national authorities (Ombudsperson representative on IDPs rights, Deputy-head of Coordinative Centre on Free Legal Aid Provision) participants got better vision of national policies on durable solutions for IDPs and also transmitted their proposals for IDPs better support to national level.

Upon their request, the network of regional and local stakeholders dealing with IDPs was created and the Project ensured an exchange of contact details among participants.

Recommendations of the seminar have been developed and provided to the Working Group on Improving National Legislation on the Protection of the Human Rights of Internally Displaced Persons of the Ministry of Temporarily Occupied Territories and IDPs to be considered while drafting legislative amendments to ensure better protection of IDPs rights in Ukraine.
