Council of Europe event “New perspectives and next steps for cooperation between Ukraine and the Council of Europe in Donetsk and Luhansk regions” held in Kramatorsk

On the 17th and18th of November 2016, an extended 2-day thematic event “New perspectives and next steps for cooperation between Ukraine and the Council of Europe in Donetsk and Luhansk regions” was held in Kramatorsk, Donetsk region. The activity was organized by the Council of Europe jointly with the Donetsk Regional Military-Civil State Administration.

The event aimed at presenting the interim results and discussion on the perspectives of cooperation within the current projects of the Council of Europe. Relevant sessions of the event were devoted to the following Projects: “Strengthening the human rights protection of internally displaced persons in Ukraine”, “Strengthening the implementation of European human rights standards in Ukraine”, “Continued support to the criminal justice reform in Ukraine”, “Strengthening freedom of media and establishing a public broadcasting system in Ukraine”and “Promoting local democracy in Ukraine”.

On the 17th of November, during the session “Human rights of internally displaced persons: the standards of the Council of Europe and national challenges” representing the Project “Strengthening the Human Rights Protection of Internally Displaced Persons in Ukraine”, there were inputs from experts working on national and regional levels. The key speakers of the session were Mr. Georgiy Tuka, Vice-Minister of Temporarily Occupied Territories and Internally Displaced Persons of Ukraine, who gave information about the priorities of the Ministry of temporarily occupied territories and internally displaced persons of Ukraine; Mr. Myroslav Lavrinok, First Deputy of the Head of Coordination Center for Legal Aid Provision, who talked about ways to improve the access of IDPs to free legal aid; Ms.Nataliya Veselova, MP of Ukraine, chairman of the subcommittee on state social guarantees and ensuring adequate standards of living, who presented legislative initiatives on strengthening the human rights protection of IDPs.

A fruitful discussion was provoked by the presentation of an international expert, Mr.Dimitri Zviadadze, regarding the achievements and obstacles of the Georgian policy on internal displacement. The regional partners of the Project dedicated their inputs to the crucial issues and positive changes in 2016. In particular, Mr.Igor Stokoz, Deputy Head of the Donetsk regional military-civil state administration, shared the experience of the Donetsk region in response to internal displacement; Ms.Olena Tokareva, Head of Donetsk Regional Department of Social Protection, addressed the issues of social protection of internally displaced persons in Donetsk region; and Ms.Tetyana Filatova, Head of the Main Territorial Department of Justice in Luhansk region, described the issues of protection of IDPs’ rights related to limited access to archives and notary services.

Discussions within the session touched upon the issues of the implementation of legislative initiatives for strengthening the protection of IDPs in Ukraine, the activity of the working group on the drafting of laws and regulations on improving the national legislation of Ukraine, which was established by the Ministry of temporarily occupied territories and internally displaced persons of Ukraine and developing ways to improve the access of IDPs to free secondary legal aid.The event was attended by more than 100 representatives of the central and local executive authorities, local, national and international NGOs working in Donetsk and Lugansk regions and representatives of UN agencies.
