Project “Support to the functioning of justice in the war and post-war context in Ukraine”, which is implemented by the Division of Co-operation Programmes of the Council of Europe, in co-operation with the Project “Safeguarding Human Rights though Courts, Phase Two”, which implemented by the OSCE Support Programme for Ukraine, are holding from 30 November to 1 December 2023 the XI Annual International Forum on the case-law of the European Court of Human Rights.
The purpose of this event is to discuss pressing issues of human rights protection during war and derogation from convention obligations, complexities of the relationship between international humanitarian law and international human rights law, issues of consideration of interstate cases in the ECtHR, administration of justice in accordance with the standards and recommendations of the Council of Europe during wartime.
Such issues will be discussed during the XI Annual International Forum on the case-law of the ECtHR:
- derogation from conventional obligations;
- freedom of movement: possible limitations in the interest of national security and defense of the state;
- Ukraine's execution of decisions of the European Court of Human Rights during the war;
- the relationship between the international humanitarian law and international human rights law;
- issues of consideration of interstate cases at the ECtHR;
- discrimination during the war; etc.
The event will be attended by judges of the ECtHR, the Supreme Court and courts of general jurisdiction, representatives of the judiciary, legislative and executive branches of government, practicing lawyers, scientists, representatives and international experts of the Council of Europe.
Judges, representatives of judicial authorities and representatives of other legal professions can also take part in the XI International Forum in online format on the ZOOM platform with prior registration.
