The Ukrainian delegation took part in the 34th Plenary Meeting of the Cybercrime Convention Committee (T-CY), held in Strasbourg in 2-4 June 2026. The meeting brought together Parties to the Budapest Convention to discuss current developments in cybercrime legislation, electronic evidence, artificial intelligence, virtual assets, and international cooperation.

Starting with a joint session of the T-CY and the Lanzarote Committee enabled the Ukrainian delegation to engage in discussions on strengthening the protection of children online, particularly in response to risks linked to artificial intelligence (AI), online exploitation, grooming, and AI-generated child sexual abuse material.

Despite of Russian ongoing war of aggression and large-scale daily cyberattacks, Ukraine reaffirmed its commitment to the Budapest Convention and presented national updates on legislative developments, capacity-building activities and recent main challenges.

Also, the Plenary offers unique platform for discussing mapping study on virtual assets which is particularly important as it helps to clarify how existing Budapest Convention tools can be used in cases involving virtual assets, including to obtain electronic evidence, cooperate with foreign virtual assets service providers (VASPs), and support the freezing, seizure or confiscation of crypto-assets.

Participation of Ukrainian delegation in the T-CY plenary session reaffirms active Ukrainian involvement in international efforts to combat cybercrime, strengthens capacity to respond promptly to current cyber threats and supports the effective practical implementation of Budapest Convention.
